systems473 might know more about american conditions than me, but I'd guess that it's the other way around. They probably have done some work that required opening up part of the foundation, new pipes or what not. And they then used brick to cover up the hole. As the bricks are flush with the cinder blocks, it doesn't make sense for me to replace that much of the original foundation and just leave a couple of feet of the original.
using the exterior plumbing on the house as a gauge of the age of the house, I'd guess that it was built prior to WWII. In those days there was just brick pilings for a foundation. cinder blocks were filled in at a later date.
