OK, in 1 or 2 sentences. 1 - (in my case and I think most others) it's NOT a sub or dom thing. 2 - I kind of think of it as a decoration, even though no one ever sees it, except for me and occasionally the wife. I do like to show it off to her. 3 - something else? Well - yeah! I like the way it feels. It feels food. And I feel sexy when I'm wearing it under my clothes while I'm out in public. I have two, and I love them. One is stainless steel and heavy, and it just makes my package feel good when I'm half hard to fully hard. If the Domina want a slave to have a stiff cock (which I guess is rare) then a cock ring will help to keep the erection, however a string around the base of the penis is just as good. Do not leave it on for long, because that will create serious damage, - then, on the other hand - a real Domina should not care about the penis of a slave.

Well, cock rings support an erection by preventing blood to flow back into the body. To do so, they have to squeeze the shaft and (partially) block the blood flow. The problem now is that the dick gets thicker and presses against the ring when you already have an erection. But when you are floppy, there is no pressure and the ring doesn't enhance or build up any erection.
So when I am aroused, the ring I have is fricking tight, nearly starts hurting me, let's my dick and balls swell massively and at the first occasion I was wearing it actually made me cum. But when I am relaxed, it sits loose and has no effect. I once had a long walk with it (under my clothes) but it was kinda boring since I never came to the point where it started to squeeze me. So the ring can make me hard when I am at least semi-erect, but it can not keep me 'passively erect'. When you casually walk around, there will be a moment when you think about something totally different than sex and all your blood might actually flow to your brain. Afterwards, all of the effect the ring might have is gone.
This might be totally different with rubber cock rings. If they are sufficiently elastic, they shrink and expand together with the penis and more or less maintain the same pressure. So they can also have an enhancing effect when there is little erection and they don't become painful when you are rock hard. But here I am guessing since II haven't tried a rubber one yet.
