It does not seem that the male and female teachers tried to be just. Rather, the number of strokes depended on their momentarily whim. There is no indication that they had done different transgressions. – The last punishment might have been C again at a later time because of relapse. Rather, the last girl got so much less because the teachers had by then satisfied their delight of beating.
